California DMV is requesting a smog this year. Here are some exemptions that may apply. 

1975 or older vehicles powered by Gas don't need a smog
1977 or older Diesel powered vehicles or with a Gross Vehicle Weight rating of 14000 lbs or more
Electric
Natural gas powered with a Gross Vehicle Weight Rating of more that 14000 lbs
Motorcycle

Biennial smog certification program means a smog is required everyother year. Owners of vehicles that are 6 years or less will pay an annual smog abatement fee for the first 6 years of registration instead of providing a biennial smog certificate.


The California DMV will mail the registration renewal notice and the notice will indicate if a smog is required. It is best practice to pay your registration fees to avoid the penalties. You will not receive your new registration card or sticker until the smog has been received by the DMV. You can refer to https://www.bar.ca.gov/Consumer/index.html to see the vehicle's smog history.

Smog Check Station Types

STAR Stations are licensed to do Test Only and there are others that are licensed to perform both tests and repairs.
The Bar (Bureau of Automotive Repair) directs a number of the vehicle fleet to STAR certified stations. These are directed
vehicles. 

TEST Only Stations are licensed by the state to perform SMOG tests, but not repairs. 

Test and Repair Stations- provide tests and repairs.
